Organizations and individuals in the field may join. Foreign members shall generally account for no less than one third of total membership. Applicants accept the Statute, are active in the field, and have no record of serious violations or research-integrity breaches.本领域机构和个人均可申请入会。外国会员原则上不少于总数三分之一。申请者须接受章程、在本领域具有代表性，且无严重违法失信和科研失信记录。

Members vote and stand for election, enjoy priority in activities and facility-sharing programmes, and may withdraw freely. Facility access and cooperation through INRIO are guided by four principles: voluntary participation, consultation on an equal basis, compliance with law and regulation, and controllable risk.
