Nuclear research infrastructure is a strategic resource essential to innovation in nuclear science and technology, the peaceful uses of nuclear energy, and the achievement of the United Nations Sustainable Development Goals. At present, nuclear research resources remain unevenly distributed worldwide, and many countries lack platforms for fundamental research. To reduce research and development costs and bridge development gaps, we hereby launch this Initiative: 核科研基础设施是核科技创新、和平利用核能、落实联合国可持续发展目标的重要战略资源。当前，全球核科研资源分布不均，许多国家缺少基础研究平台。为降低研发成本、弥合发展鸿沟，我们发起本倡议：
I. Commit to Peaceful Uses. Uphold the principle of peaceful uses, expand access to research platforms, and advance innovation in areas including clean energy, human health, and environmental protection. 一、锚定和平利用导向。恪守和平红线，惠享科研平台，聚力清洁能源、人类健康、生态保护等领域创新。
II. Promote Open Access and Sharing of Facilities. Encourage the opening and sharing of research infrastructure, promote the integration of digital simulation and physical experimentation, establish multilateral research platforms, and facilitate international collaboration in nuclear research. 二、推动设施开放共享。鼓励基础设施开放，促进数字仿真与物理试验融合，搭建多边科研平台，畅通全球核科研联合渠道。
III. Enhance Talent Exchange and Capacity Building. Promote comprehensive exchanges of experience and diversified research and training programmes, and strengthen the pool of nuclear research talent in developing countries. 三、督促人才交流培养。全方位经验互鉴，多元化科研培训，夯实发展中国家核科研人才储备。
IV. Establish Multilateral Cooperation Mechanisms. Respect applicable national laws and regulations and shared principles concerning nuclear safety, nuclear security, nuclear non-proliferation, and intellectual property protection, while promoting mutual recognition of standards, exchange of experience, and data sharing. 四、建立多边合作机制。严循各国法规、核安全、核安保、核不扩散、知识产权保护等共识，推动标准互认、经验互通、数据共享。
We hereby call upon research institutions, universities, and enterprises worldwide to actively join this effort. Through the sharing of research infrastructure, we seek to promote global scientific collaboration and build an open, inclusive, and mutually beneficial International Nuclear Research Infrastructure Organization, working together to advance the sustainable development of nuclear science and technology worldwide. 在此，我们呼吁全球科研机构、高校与企业积极加入，以设施共享促进全球科研协同，构建开放包容、互利共赢的国际核科研基础设施组织，共同推动全球核科技可持续发展。
