The International Cooperation Initiative on Nuclear Research Infrastructure was formally launched on 14 September 2026 at a side event of the 70th IAEA General Conference in Vienna. Ten representatives from China, Brazil, Pakistan, Kazakhstan and Italy signed the Initiative, committing to the open sharing of nuclear research facilities and to long-term international cooperation. 2026年9月14日，在第70届国际原子能机构大会期间，《核科研基础设施国际合作倡议》于维也纳正式发布。来自中国、巴西、巴基斯坦、哈萨克斯坦和意大利的十位代表共同签署倡议，承诺推动核科研设施开放共享与长期国际合作。
The side event, Atoms for SDGs: Global Sharing of Nuclear Research Infrastructure, was organized by the Chinese Nuclear Society with the China Institute of Atomic Energy, Tsinghua University and the Institute of Modern Physics of the Chinese Academy of Sciences, under the support of the China Atomic Energy Authority. Opening remarks were delivered by Huang Ping, Secretary General of the CAEA; Tzanka Wheldon, Director of the Division of Physical and Chemical Sciences at the IAEA; Khadija Bendam, Chair of the International Nuclear Society Council; and Raja Ali Raza Anwar, Chairman of the Pakistan Atomic Energy Commission — all affirming the value of open research infrastructure for international cooperation and capacity building, especially for developing countries. 本次"核科研基础设施全球共享，共创可持续未来"主题边会由中国核学会主办，中国原子能科学研究院、清华大学、中国科学院近代物理研究所承办，国家原子能机构支持。国家原子能机构秘书长黄平、国际原子能机构物理与化学科学司司长灿卡·惠尔登、国际核学会理事会主席哈迪贾·本达姆、巴基斯坦原子能委员会主席拉贾·阿里·拉扎·安瓦尔先后致辞，一致肯定核科研基础设施开放共享对深化国际合作、支持发展中国家能力建设的重要意义。
Facility presentations covered China's open research reactors and accelerator infrastructures — CARR, MNSR, the 49-2 swimming pool reactor, BRIF, JUNA, THFR, and the PANGU and XUANWU containment test platforms — as well as the virtual simulation experimental center at Harbin Engineering University. Askhat Bekbayev, Deputy Director General for Science of Kazakhstan's Institute of Nuclear Physics, presented the INP infrastructure facilities. A panel discussion with guests from the IAEA, the International Nuclear Society Council, the Brazilian National Nuclear Energy Commission, GraphiCore S.r.l. and Mirrotron Ltd explored mechanisms for open sharing, demand matching and cooperation pathways. 设施报告环节，陈东风、李健、于方小稚、高璞珍分别介绍了中国先进研究堆、微型中子源反应堆、49-2泳池式反应堆、北京稀有同位素束流装置、锦屏深地核天体物理实验平台、宽能谱超高通量试验堆、盘古与玄武安全壳试验平台及哈工程虚拟仿真实验教学中心；哈萨克斯坦核物理研究所科研副所长阿斯哈特·别克巴耶夫介绍了该所设施。来自国际原子能机构、国际核学会理事会、巴西国家核能委员会及意大利石墨公司、匈牙利米尔创公司的嘉宾与中方专家围绕开放共享机制、需求对接与合作路径展开圆桌讨论。
The Initiative was launched by Gao Keli, Deputy Secretary-General of the Chinese Nuclear Society. Signatories were Gao Keli, Li Jinying, Chen Dongfeng, Wang Haitao and Yu Zhiwen, together with Khadija Bendam, Raja Ali Raza Anwar, Francisco Rondinelli, Askhat Bekbayev and Riccardo Chebac. 高克立发布《倡议》。高克立、李金英、陈东风、王海涛、於志文与本达姆、安瓦尔、隆迪内利、别克巴耶夫、切巴克十位中外代表在签署板上签名。
INRIO takes shape. Initiated by the Chinese Nuclear Society, the China Institute of Atomic Energy, Tsinghua University and the Institute of Modern Physics of CAS, the International Nuclear Research Infrastructure Organization is being established as a non-profit international membership organization connecting research reactors, particle accelerators, neutron sources and underground laboratories. The preparatory group has consolidated open-access information on more than twenty Chinese facilities. GraphiCore S.r.l. (Italy), the Nigeria Atomic Energy Commission and Kazakhstan's Institute of Nuclear Physics have confirmed their membership; the International Nuclear Society Council and a number of other institutions have signalled their intention to join; and institutions and individuals from a dozen countries have expressed interest. INRIO 筹备加速。国际核科研基础设施组织（INRIO）由中国核学会、中国原子能科学研究院、清华大学、中国科学院近代物理研究所等共同发起，拟建成连接研究堆、粒子加速器、中子源及地下实验室的国际性非营利会员组织。筹备组目前已汇集中国二十余项核科研基础设施的开放合作信息；意大利石墨公司、尼日利亚原子能委员会、哈萨克斯坦核物理研究所已确认作为机构成员加入，国际核学会理事会等机构明确表达加入意愿，来自十余个国家的机构和个人表达了参与意向。
Throughout the General Conference week, the INRIO preparatory team also held a series of bilateral meetings — with the Brazilian National Nuclear Energy Commission, which invited INRIO to co-organize an international conference in Brazil; the OECD Nuclear Energy Agency; the IAEA's Departments of Nuclear Sciences and Applications and of Technical Cooperation; Serbia's Ministry of Science and its nuclear facilities company; the Pakistan Atomic Energy Commission; GraphiCore and Mirrotron — reaching agreement on facility-information sharing, joint events and next steps towards membership. 大会期间，筹备组还与巴西国家核能委员会（巴方邀请 INRIO 赴巴西联合举办国际学术会议）、经济合作与发展组织核能署、国际原子能机构核科学与应用司及技术合作部、塞尔维亚科技部及核设施公司、巴基斯坦原子能委员会、意大利石墨公司、匈牙利米尔创公司等举行系列会谈，就设施信息共享、联合活动与加入程序达成多项共识。
The preparatory group will now work with all partners to advance the formal establishment of INRIO, facility information exchange and cooperation projects — turning the Initiative from words into practice.
