Nuclear research infrastructure is a strategic resource for nuclear innovation, the peaceful use of nuclear technology, and the achievement of the UN Sustainable Development Goals. Yet research resources remain unevenly distributed: many countries still lack access to large experimental platforms, and duplicated investment slows progress for everyone. 核科研基础设施是核科技创新、和平利用核能和落实联合国可持续发展目标的战略资源。然而，全球科研资源分布不均：许多国家缺乏大型实验平台，重复投入也拖慢了全球进步的脚步。
In September 2024, at the 68th IAEA General Conference, China announced that 12 of its major nuclear research facilities would be open to users worldwide — from research reactors and rare-isotope beams to a deep geological disposal laboratory. Building on this foundation, the Chinese Nuclear Society joined with research institutions, universities, academic societies and enterprises to initiate the International Nuclear Research Infrastructure Organization (INRIO). 2024年9月，中国在第68届国际原子能机构大会上宣布，面向全球开放12项重大核科研设施——涵盖研究堆、放射性核束装置和高放废物地质处置实验室。在此基础上，中国核学会联合科研机构、高校、学术团体和企业发起成立国际核科研基础设施组织（INRIO）。
As defined in its draft Statute, INRIO promotes international academic exchange and cooperation in nuclear research infrastructure, advances open access and shared use of large-scale facilities, and supports innovation and human-resource development worldwide. Membership is voluntary and open to research institutions, universities, academic societies, NGOs, corporate research institutes and individual experts in the field. As a general rule, foreign members account for no less than one third of the total. Three participation categories are defined in the Statute annex. 会员入会自愿，面向全球核科研基础设施、核科学与技术应用领域的科研机构、高校、学术团体、非政府组织、企业研发机构及专家学者。外国会员原则上不少于会员总数的三分之一。章程附件明确了三类参与主体。
